On start City Hall adds the vin and vin_hidden columns to the owned vehicles table (autoMigrate). Vehicles get a VIN the first time the Vehicle Registry loads them; _generatevin in the server console fills every vehicle at once. The VIN shows in the Vehicle Registry, works in getVehicleInsurance / addVehicleInsurance instead of a plate, and /checkvin shows VIN, owner and insurance of the closest vehicle to the jobs in checkCommand.jobs.
