No. Every module has a flag in Config.Features (config.lua). Set it to false and its app disappears from the PC and its server code is not loaded. Built-in apps like Paint or the Media Player are switched off in Config.DesktopApps.
No. Every table is created and upgraded automatically on start. sql/aps_cityhall.sql is only for servers that prefer to create tables themselves. Items (and the optional government job) still have to be added, see Installation.
ESX Legacy 1.9+, QBCore and Qbox, detected automatically (Config.Framework = 'auto'). Everything framework-specific is in bridge/, which stays editable, so other frameworks can be added.
Yes. Set Config.Compat.vmsCityhall = true and scripts that call exports['vms_cityhall'] (bills, insurance, taxes, licenses, VIN, SSN, paychecks, resumes) are answered by aps_cityhall. Some vms scripts check GetResourceState('vms_cityhall') first. See Compability.
Only if you want them to: enable Config.Command, or open it from your own script with the server export openCityHall(source) (e.g. a laptop item). Otherwise paid actions only work at a City Hall. See config.server.lua → Security.
Yes. Add entries to Config.Locations. Each one spawns a clerk and (optionally) a blip.
No. Documents are built in: real items with serial number, photo, signature and a card that is shown to nearby players. If vms_documentsv2 is running, City Hall can issue documents through it instead (Config.DocumentSystem.system).
In the player’s own NUI storage (about 5 MB per player), not in your database. They stay on the player’s computer between sessions.
Yes, completely. English and German are included. See Localization.
The interface ships compiled, but names, screen size, apps, default look, texts, currency and item icons are configurable. See Customizing the UI.
No, by design. The phone app only shows an overview and sets a waypoint, so players still have a reason to visit City Hall.
